Actors Access is where actors see and submit to the breakdowns casting has chosen to release publicly. It is run by Breakdown Services, the system most of the United States film, television and theatrical industry casts from, so for many actors it is not really optional.
A profile is free to create. What costs money is media: photographs beyond the first and video hosting. Sides for the auditions come through Showfax, the same company.
Two things decide how well it works for you. The first is the headshot, because someone scanning submissions sees a thumbnail before they see anything else. The second is keeping credits and representation current, since this profile is the version of you the industry is looking at.
